ANTIETAM WATERSHED ASSOCIATION
MINUTES OF QUARTERLY MEETING
OCTOBER 18, 2006

The AWA met in the Washington Township Meeting Room on October 18, 2006, at 7 p.m. with the following Board Members present: Steve Rettig, Margaret Cisar, Pat Heefner, Clif Norris, Bruce Francis, Melodie Anderson-Smith, Doris Goldman, and Judy Bricker.

President Steve Rettig brought the meeting to order with announcements:

Members are reminded 1) to report in-kind (volunteer hours) to Bruce Francis, as they are a required match for Legacy Grant funds. 2) to remember to pay dues, as they are our only constant source of income.

October 21, 2006, from 9 until 12 is the Rebuck Farm fall planting event. Estimate that 250 trees and shrubs will be planted to replace those that died since the initial planting in 2003. Sign up with Marcy at CBF.

The Board met on September 5, 2006. Minutes were made available to anyone interested. The next Board meeting is scheduled for December 5th at 32 West Main Street Conference Room.

Treasurer Bruce Francis reported that the balance in checking is $26,996.74, and savings balance is $669.45.

Steve presented a list of accomplishments of AWA from 2002 until present. He announced that we had an extension of the Legacy Grant until December, 2006, and that a project is planned for the Summitview Elementary grounds, which is expected to be a rain garden/bioretention filter.

An amendment to the Bylaws was approved, 1st by Pat H, 2nd by Clif to change the wording in Article VII, Section 3 to read “No director shall be eligible for re-election to a third consecutive three year term, and may not be re-elected until he or she shall have been out of office for at least one year.” Elections for Board were held. Re-elected were Randall Kuhn, Melodie Anderson-Smith, and Judy Bricker; newly elected were Stewart McCleaf and Jeffrey Rhodes .

The speaker for the evening was Michael Christopher, Washington Township Manager, who explained several aspects of Washington Township’s storm water management practices, among which are retention basins/tanks, no sidewalks and curbs, and grass swales. Talked about the advantages of PRD’s (planned residential developments) over Conservation by Design, and hopes that by studying aspects of both, that we can implement the best parts of both.
