ANTIETAM WATERSHED ASSOCIATION
MINUTES OF JAN 9, 2008
QUARTERLY MEETING
The AWA held the quarterly membership meeting on January
9, 2008 in the
Washington Township Meeting Room at 7 p.m.
Board Members Present: Pat Heefner,
Steve Rettig, Pat Brezler, Clif Norris, Doris Goldman, Melodie Anderson-Smith,
Jeff Rhodes, Ruth Coe, Frank Conway and Judy Bricker. Present also
was Executive Assistant Maggie Cisar.
The AWA Minutes of October 17, 2007, were reviewed by
Judy Bricker with no corrections or additions.
Treasurer’s Report: Received
$64,000 from 319 Grant, which was paid to Rettew as owed. The balance
in combined funds is $1491.23.
It was announced by President Pat Heefner that 2008
dues notice will be sent soon. Those funds when collected will help
with expenses in the coming year.
Old Business:
Legacy Grant: Summitview Rain Garden
was the final project, planting of which was completed on October
27 as planned. Members and volunteers need to turn in to Maggie their
in-kind hours for the final report. Approximately $4000 in grant monies
left which may be released to us upon NFWF receiving the final report.
319 Grant: The overview of the implementation
plan had been presented at the 10/17/07 meeting, and we received the
complete report this week. The DEP and EPA are to review and approve
before final payment is released. AWA Board will then prioritize and
coordinate projects in the coming years.
Stream Monitoring Committee: Melodie
Anderson-Smith reported new monitor Chris Brown has started 2 new
testing sites on Falls Creek. 4 sites along the West Branch from Mont
Alto downstream are currently being tested by Craig Houghton, Bob
North, Bob Lawn and Kitty Monn’s St. Andrew 6th graders. A volunteer
is needed for Blueberry Farm in Quincy.
Monitors new and experienced will attend an interpretation
workshop on February 23, 2008, and a quality control sampling to be
sent to ALLARM is scheduled the 1st weekend in March.
Antietam Currents: Need members or
knowledgable persons to help write articles for the coming year. Any
subject concerning watershed, environment, nature, etc., 500 words
or less, can be sent to Judy Bricker, who will forward to the Record
Herald and add to the Antietam Currents File. Article can be one previously
written, as long as we give credit to author.
Rattlesnake Run Road Clean Up: Held
12/2/07 with small turn out. Trash was collected and the State will
pick up. Noted there is not quite as much since we have been doing
it several years.

Treasurer: Patrick Brezler; Recording Secretary: Pat O’Connor;
Corresponding Secretary: Judy Bricker
A list of Volunteer Opportunities was made available.
AWA is a volunteer Watershed organization which needs help in many
ways. Our group is proud to be one of the few small watershed groups
to receive substantial grants for improvement of the Antietam Creek
Watershed, but the small active membership welcomes additional support.
Backyard Buffer Program – Chesapeake
Bay has a plant give-away. Aaron Cook will check to see if the program
is available to PA residents.
Girl Scouts will be having a Water Patch Event, an Environmental
Education event at Happel’s Meadow first part of March. Elaine
Gladhill suggested that AWA and Renfrew set up a display.
She is to let us know when the date is set.
Program:
George Hurd from the Penn State Cooperative Office presented
a program about REAP program (Resource Enhancement and Protection
Program). The PA. State Conservation Commission released REAP applications
in December which gives PA tax credits for approved projects for Conservation
Plans, Ag Erosion and Sedimentation Plans, Nutrient Management Plans
for farmers and sponsors . Approved activies include implementation
of BMP’s, planting riparian forest buffers and remediation of
problems related to legacy sediment. For more information, contact
the State Conservation Commission or the Franklin County Conservation
Office.
